"Not Central Election Commission but the electorate and candidates should be blamed for ineffective local election in Nardaran," said CEC secretary Natig Mammadov.
He doesn't rule out holding re-run of local elections in Nardaran. "Re-run of local elections can be held in Nardaran as well as other constituencies where the results of elections held yesterday might be considered ineffective after the final decision is made," Mammadov told APA.
