Though proposals on establishment of South Caucasus countries local management union were sounded impossible to realize, that's because of Armenia-Azerbaijan conflict.
Council of Europe is planning to implement project with regard to this issue, Council of Europe expert Owen Masters has informed journalists, APA reports. According to Mr.Masters, extra financial aid allocation is taken by Council of Europe to increase numbers of trainings with Azerbaijani municipalities. Noting the significance of municipalities within one organization Mr.Masters said that trainings would be implemented abroad to organize National Association functioning in Azerbaijan by 2007: "The aim is to enlighten municipalities about the association and to bring to their attention how much it is significant. The project will cover Azerbaijani municipalities and will be completed in 2007 after which National Association will be founded."
