"Freedom of assembly is one of the main political freedoms and if the Azerbaijani opposition expresses will to hold peaceful actions, the government must not hinder it," Andres Herkel, the PACE co-rapourteur on Azerbaijan, stated at a meeting with journalists on Monday.

"The step will serve as proof of political will of authorities to solve problems in peaceful way," Herkel said. The co-rapporteur noted that there were still problems around the Azerbaijnai Elections Code.

In his opinion, in the post socialist space the proportional system justifies itself more than majority one. He also stressed that in accordance with the results of the voting the CEC received a great number of complaints to be considered.

Herkel reported that he would visit Baku again with other PACE co-rapporteur Andreas Gross before the January session of the organization. "As the situation in Azerbaijan will be discussed during the forthcoming discussions, we intend to get familiar with the situation in the country anew," he noted.
