Administration of the Association of Assistance for Development of the Civil Society in Azerbaijan (AADCSA) appealed to the head of the state.

According to the information given to APA from the association, problems occurred in determination of elector’s lists and distributions of elector’s cards to citizens during the election process were reflected in the appeal.

Besides, other problems reflected in the appeal are concerned with giving two elector’s cards to one citizen, sending elector’s lists to home addresses of persons serving in the army, names’ of about 100 citizens being written twice in elector’s list in some constituencies, repeating of tens of addresses in separate stations, representation of state employees in election commissions without resigning from their posts, not removing of names of died persons from elector’s lists or not abolishing cards given for them during the election process: “It is regretful that Constituency and Precinct Election Commissions do not take any steps in order to prevent such cases. Existing shortcomings can negatively affect parliamentary elections”.

Taking into consideration the mentioned shortcomings, AADCSA also advanced an offer to put some measures into practice for solving created problems.

These offers are that control on activity of Constituency and Precinct Election Commissions in connection with distribution of elector’s cards to citizens must be strengthened, Constituency and Precinct Election Commissions must apply personal approach to any elector and ensure existence of names of all citizens in elector’s lists and serious measures must be taken against representatives of Constituency and Precinct Election Commissions who allowed law transgressions.
