A next meeting of the Central Election Commission was held yesterday. Complaints and appeals were investigated in the meeting, directions in connection with propaganda of candidates was discussed.
The CEC member Azer Taghiyev gave information about the “Directions on the regulations of giving ether time in the channels of the television and radio organizations and printing materials about pre-election agitation in the periodical press to registered candidates, political parties, candidates of which were registered, blocs of political parties and on application of several clauses of the Election Code of the Republic of Azerbaijan in connection with conducting of the pre-election campaign during the elections to the deputy of Milli Majlis (parliament) of the republic of Azerbaijan”.
He informed that regulations on determination of places for agitation and propaganda materials, norm of behavior of subjects participating in the process were reflected in the directions. The rules of spreading of payment and free propaganda materials were defined in the directions.
The CEC member Khanmurad Ahmadov objected to the name of the directions being so long and though he recommended cutting it as more as possible, the CEC members informed that cutting of the name can change the essence of the directions. That is why the recommendation was not taken into consideration. However, other members of the commission also noted that there are a lot of defects including technical defects in the directions. That is why discussion of the directions was postponed till to the next meeting. The secretary Natig Mammadov gave information about complaints entered CEC.
According to his words, the editor-in-chief of the “Reality of Azerbaijan” paper Yunis Abbasov made a complaint in connection with his candidacy’s being declined in the Apsheron constituency election commission # 45. It was informed to CEC in the response of the request sent by CEC to the constituency election commission in this connection that 438 of 700 signatures gathered for that person were not considered correct. The reason of it was that most of those signatures were gathered by executive representatives. V.Mahmudlu said that intervention in the election process by executive representatives is contrary to the president’s decree and recommended to appeal to the prosecutor’s office in connection with the question. CEC adopted this recommendation.
The authoritative representative of the “Azadlig” bloc Taliyat Aliyev informed in his appeal that there was an attempt on the life of the single candidate of the bloc Rashid Mansurov. So, a car driven by him was oppressed to the side of the road by the car which number is unknown and choking gas was turned on though the window of his car in the Jeyhun Hajibayli Street. The representative of the bloc required measures to be taken in this connection. CEC decided to appeal to the prosecutor’s office in connection with the question. The MP chairman Fazail Aghamali informed in his appeal that his alternative, editor-in-chief of the “Personality” paper Ilgar Mammadov prints insults about him and humiliates his decency and pride in his paper. CEC decided to appeal to the court in connection with the question.
The chairman of the structure Mazahir Panahov also informed that the candidate himself has a right to make such an appeal. The PFPA (r) chairman Ali Karimli informed in his appeal that some persons put their candidacies forward as the members of PFPA by abusing the name of the party.
The name of the chairman of the “classics” Mirmahmud Miralioghlu is also in the list consisting of 13 persons. The commission assuming as a basis the appeal of the chairman of the party decided to remove the word “PFPA member” from the names of 13 persons.
