“The Venice Commission remains in its previous position in the matter of changing the composition of election commission. We still consider that the ways of solution of this problem should be searched for and we have no additional recommendations at present”.
This exclusive explanation was given to APA by the associate of the elections and referendums department of the Venice Commission of the Council of Europe Sergey Kuznetsov.
He also expressed his attitude to the declaration of the government of Azerbaijan about that the government will attach a seal to elector’s cards in the reply of the recommendation of the PACE president Rene Van Der Linden on sealing fingers of electors with special ink in order to prevent repeated participation of electors in the elections.
“The Venice Commission ensures any decision to provide fair elections. At the same time, we said many times that sealing fingers of electors with special ink is the most reliable means to prevent falsification. This process does not require many funds, too”. Sergey Kuznetsov expressing his attitude to the decision issued by the general prosecutor Zakir Garalov in connection with taking off immunity on the ADP chairman Rasul Guliyev whose candidacy to the deputy was registered said that this decision is of political than juridical character.
“This is mostly political than legal decision and the Venice Commission is a structure on juridical partnership”.
