On November 25 Milli Medjlis approved the state budget of Azerbaijan and a package of budget laws for 2009.
According to Day.Az, speaker of parliament Oqtay Asadov noted that 56 deputies spoke on the draft state budget. He announced that per capita GDP grew from AZN 888 in 2003 up to AZN 3,554 in 2008.
"Through these years the budget has grown by 10 times. The poverty rate has dropped from 49% to 16%", said Asadov.
For the next year, the budget revenues are fixed to be AZN 12,177,000,000 and expenses AZN 12,000,000,355 or 28.3% of GDP. Deficit made AZN 178 mln (0.4% of GDP).
13.2% of budget expenses will fall on education, 5.2% health spheres. There is a plan to allocate AZN 4,024,000,000 on social spendings and the growth as compared with the budget for 2008 mades 24.4%. On the whole, social spendings makes 33% of the budget.
There is also a plan to allocate AZN 1.2 bln for defense needs in 2009.
AZN 105,800,000 will be allocated for science, including AZN 10,000,000 to be allocated for purchase of necessary equipment for different labs, functioning under the structures of the Academy of Science.
The cost of living will make AZN 84 for 2009. For active citizens the cost of living will make AZN 92, pensioners 65 and children AZN 69.
The criteria of need, used for issuance of address social aid is fixed on the level of AZN 60 in 2009.
In 2009 AZN 52,000,000 will be allocated for maintenance of the activity of diplomatic services of Azerbaijan abroad.
AZN 3,585,000 will be allocated for the Accounting chamber of Azerbaijan and AZN 16,366,000 for parliament spendings in 2009.
The deputies have also prolonged the execution of the decision of November 27 of 2001 about the tax privileges for agricultural producers.
The draft state budget of Azerbaijan fixes a barrel of oil on the level of $70.
