"The sports totalizators in Azerbaijan will start operating from early 2011," Azerbaijani Youth and Sports Minister Azad Rahimov said on Tuesday.

He argued the delay in the start of the totalizator activity with the work on the documentation. Rahimov said the government is expected to soon adopt a corresponding order.

"Payment is not required to obtain a license to open a bookmaker in Azerbaijan. Those who want to open the tote must purchase a post-terminal worth 3,000 manat, which he may return at any time and get back the money," Rahimov told journalists earlier.

The totalizators activities in the country are governed by the state from 2010. The Youth and Sport Ministry established the Azeridmanservis department, which will undertake management of the sport totalizators together with the Turkish company "Inteltex".

Azinteltek, which is engaged in this, produced up to 300 post-terminals.
