Day.Az interview with president of the Fund of Ecological Forecast Terman Zeynalov.
-How would you comment on the announcement that owing to execution of the plan of measures on improvement of the ecological situation in Azerbaijan for 2006-2010 Baku may become the cleanest city in the world?
-This is highly unlikely.
In order to claim for a right to be recognized one of the cleanest cities of the world, at least 30% of our capital should be covered with plants. No works are carried on greening of Baku and even more so the remaining trees of Baku are cut owing to the connivance of the city administration, for construction of a new building.
Moreover, in order to claim on being recognized the clean city, it is necessary to carry out huge work for wastes disposal in Baku. This great problem can not be eliminated by such powerful countries as the United States, Italy, France, Great Britain and Russia.
Therefore, it is not serious to say that Azerbaijan will cope with this problem within such a short period of time, as its resolution requires a great number of waste-processing enterprises and we do not have them. Though, their construction will take 10-15 years.
In the conclusion, I consider it absurd to say that Baku may become the cleanest city in the world owing to the execution of a plan of actions for improvement of ecological situation in Azerbaijan for 2006-2010.
-Does it mean that the state-executed plan of actions for improvement of ecological situation in Azerbaijan for 2006-2010 will not promote Baku's cleaning?
-Changes are possible, but only partially.
-Do you agree that in the result of measures, undertaken by the government, the pollution rate of the Absheron peninsula has decreased by 10 times?
-If enterprises, existing in the territory of the peninsula, are not working, this does not mean that the peninsula pollution rate has decreased, as wastes have remained.
Moreover, a great many of oil enterprises are still functioning here, thus damaging the ecology of Azerbaijan.
-Are there plans to move oil enterprises from the territory of the Absheron peninsula?
-In order to move the oil enterprises, it is necessary to carry out huge works for finding the place of movement and preparing the due infrastructure.
Moreover, the movement of these enterprises from the Absheron peninsula may lead to the problems with lubricants and cause their deficit for the Baku population.
-How do mass works on bleaching buildings facades in the capital city influence the ecological state in Baku?
-For many decades the Baku buildings received attacks on the capital city ecology. Now the bleaching of these buildings is held, which means outburst of everything they have absorbed within these years, into the air.
Along with tense ecological situation in th city, the said events lead to the spread of different flue viruses and other diseases in Baku.
The situation is further deteriorated by the cutting of green plants of Baku, which hindered most ecological problems.
-Baku claims for hosting the 2016 Olympic Games. Doesn't the ecological state in the country affect our plans and hopes in this issue?
-Much time is left to the moment when the center of 2016 Olympic Games is declared. Large scale works for greening Baku, for reducing number of cars, entering the city, for cleaning Baku from enterprises, damaging its ecology within this period.
In other words, I consider that Baku's claims for the right to host the Olympic Games may promote works for improvement of ecological state in the Azerbaijani capital.
