Levan Ramishvili, head of the Liberty Institute NGO, who is considered a developer of Georgia's ruling party's [United National Movement] ideology, has submitted a draft, implying a significant reinforcement of presidential institute in the country, to the Constitutional Commission.
According to the draft, the population will not elect the President - only the Parliament, and then the parliamentary majourity will elect the head of state.
The position of the Prime Minister will be cancelled, the government will be reporting to the President.
Under the draft, Georgia will be divided into states and each will have own representatives in the Senate.
To endorse the draft, two thirds of the Commission must support it.
The draft of the Constitution, endorsed by the Commission, will be officially presented in late April.
But it is still unknown what the Commission will prefer.
Nika Laliashvili, pro-opposition MP, said Ramishvili's proposal "implies establishment of superpresidential state, and it's inadmissible."
