The financing of political parties in Azerbaijan will depend on the votes gained in the last parliamentary elections, Azerbaijani Presidential Administration Social and Political Department head Ali Hasanov told journalists on Monday.

"That is, it is not associated with whether political parties are represented in parliament or not," Hasanov said. "The main thing is that the parties which passed the appropriate barrier could fall within financing."

Hasanov said the new draft law "On political parties" and amendments to the law were discussed in Azerbaijan long ago.

"Various political parties express their views regarding non-compliance of the law, adopted in 1992, with today's realities," he stressed.

"At least, the Constitution was adopted after this law. The bases of political system are defined," Hasanov added.

According to Hasanov, there are opinions regarding non-compliance of this system’s bases with the law adopted in declarative form in 1992.

"Recently, the leaders of several political parties represented in parliament appealed to the president," he said.

"Proposals were made to revise the law, the issue of funding, and to take into account modern innovations related to the bases of the party institution," Hasanov added.

According to Hasanov, the initiative was supported by the Azerbaijani President Ilham Aliyev, the relevant drafts were prepared and standards were defined.

"The draft law has been sent to the Venice Commission of the Council of Europe," Hasanov said. "Given the Commission’s view, public discussions over the law jointly with the political parties will begin after summer holidays. And then it will be possible to kick off the process of its adoption at the parliament."

He stressed that the Azerbaijani authorities’ position lies in the fact that political parties should meet modern requirements.

"The financing of political parties by the state is a positive phenomenon, and it has analogues in the world," Hasanov underlined. "Financing of political parties should be transparent. International practices regarding financing should be taken into account in this issue. Discussions will show which model will be selected."

He said that re-registration of political parties is not on the agenda.

The Venice Commission received a request from the authorities to consider amendments to the law and hopes to constructively work on this project, Sergey Kuznetsov, a representative of the Venice Commission, said earlier.

A new draft law "On political parties" may be submitted to the parliament for discussion at the autumn session. Political parties have made proposals to amend the existing law "On political parties" on the issue of financing parties or adopting a new law.
