Azerbaijani President Ilham Aliyev made a speech at the opening ceremony of the new administrative building of the Supreme Court, reports Day.Az with reference to AzerTaj.

We provide a complete text of the Head of State:

"I sincerely congratulate you on the opening of the new building of the Supreme Court. This building makes the city more beautiful, ideal conditions for work have been applied here. This building complies to the highest standards, it meets the highest world standards in terms of architecture and interior design. This building is very modern in the functional terms as well. All those who enter to this building, see it with their own eyes.

About three years ago, we laid the foundation of this building here. Previously, afactory was located here, which in fact was not functioning. As a sign of ongoing attention to our city it was envisioned to construct a building of the Supreme Court on this very territory, as it is the center of the city, to entrance to Baku, this road has been expanded through the past three years, the image of old buildings surrounding this building was changed. In short, this part of town is one of the most beautiful corners of our capital. The building of the Supreme Court should be just that beautiful, majestic and at the same time modern.

At the ground breaking ceremony, I said that the building of the Supreme Court should be the Palace of Justice, and we clearly see it. It is important that all the solutions here are fair, because fairness is a crucial factor for the development of any society. Justice should be everywhere, especially in the judicial system, as the adopted decisions affect the lives of people. Once again I want to say that no crime should not go unpunished, but innocent people should not be punished. Therefore, the responsibility of judges is a very large and honorable mission.

The recent profound reforms in the judicial-legal system of Azerbaijan are effective. There is a growing confidence of people to the decisions of the judiciary system. We see and we know it, the number of complaints is falling, judicial decisions are becoming more just. However, as elsewhere, we are confronted with injustice. Our task is to remove it. Justice must be present in all spheres of our lives, it is very important for the development of any society.

It is necessary to fully adopt the rule of law in Azerbaijan. We have made tremendous strides in building the rule of law. In addition to nation-building in Azerbaijan the construction of a jural state is also developing successfully. The actions, reforms, innovations in the judicial system, as well as application of the progressive world experience - all this makes our country stronger.

The strength is measured not only with the country's economic growth. It depends on the free life of in the country, the development of democracy, freedom of the courts. We are trying and will continue to strive to ensure the full development of our country. Of course, our strong economic potential is a very important tool for the continuation of reforms in the country. Very important reforms to improve the political system in Azerbaijan are carried out. These reforms are continuing.

Azerbaijan has passed a very large and successful way in the development of democracy. Our country is ruled in a democratic manner, based on the will of the people. The unity of the people and the government shows how strong democratic situation in the country is. The process of democratic development should take place in the world, including in countries which have gained independence not long before. Azerbaijan chose the path of integration into the world community. It is being upgraded, it becomes richer. We use our economic power, political reforms, reforms in the judicial system should be conducted on par. Once again I want to say that the application of the rule of law is a very important issue for the development of any society.

At the same time, all should be equal before the law. No one should enjoy the privileges. Before the law all are equal and all should be aware of the responsibility before it. Only in this case, the society will enjoy Equity.

The stability of the socio-political situation in Azerbaijan, the protection of public order, the adoption of laws regulating the activities of law enforcement agencies, had one goal: to further strengthening and upgrading of our country, best use of international experience, expanding our capacity and building strong foundations for long-term, sustainable development country.

Reforms started in Azerbaijan in mid-1990. The major events were economic, political reform, the adoption of the 1995 Constitution of independent Azerbaijan by  initiative of prominent leader Heydar Aliyev. It is very important to improve the electoral process. In this regard, Azerbaijan has passed a very large and successful way. The elections held in Azerbaijan meet international standards. This is confirmed by all international institutions.

In short, we have every reason for the further development of the country - a strong economy, the economic potential. Even in days and months of crisis, Azerbaijan has shown that we can successfully develop. Despite the crisis, our economy has grown 4.5 percent through four months. Non-oil economy grew by almost 14 per cent. We live and will live at their expense. The democratic processes in Azerbaijan are very successful. In Azerbaijan, there are all freedoms - freedom of speech, conscience, all other freedoms. Azerbaijan forms an open civil society, people are free, and I believe that our success is linked primarily to the synthesis of these factors. I want to reiterate that the reforms should continue. They have brought great success to the Azerbaijani people and we will do whatever is necessary for the further development of our country.

Dear friends, I want to once again cordially congratulate you on the opening of this remarkable building - the Palace of Justice. I wish all who work in the judicial system, law enforcement, success and happiness. Thank you".
