"We should not expect from the international mediators to force Azerbaijan and Armenia to peace", said Russian political scientist and director of the Center of study of the post-Soviet area Alexei Vlasov.

He said the dialogue between Moscow and Baku has intensified since August of 2008. "The width of contacts has risen on all levels both in political issues and issues of security and economic cooperation. Thus, in the principle, the visit of the Foreign Minister - an opportunity to check clocks and see the state of the Russian-Azerbaijani relations at the current period of time".

The political scientist considers that Russia holds a more active policy in the post Soviet area and in particular in the South Caucasus. Vlasov supposes that the position of the Foreign Ministry of Russia towards Karabakh conflict coincides in some points with the US diplomacy. "The key for the conflict solution is in Yerevan and Baku and we should not expect from the international mediators to force Azerbaijan and Armenia to a more effective dialogue or a more constructive view on the Karabakh issue".

He considers that in this issue the positions of Russia and the United States coincide. "But on the other hand, I see that Russia will substantiate its intentions to be a moderator in the Karabakh conflict by all means as after the Moscow declaration the Kremlin got a wider field for maneuvers on the area between positions of Yerevan and Baku and now this area needs to be expanded".

He considers that Moscow will try to persuade Baku that Russia does not reduce efforts in this direction and will tend to find a reasonable compromise in theĀ  Karabakh dialogue. "Though frankly speaking I am more pessimistic as for the soonest resolution of the Karabakh conflict", confesses the Russian political scientist.

Speaking of the regional energy projects, the political scientists states that these issues have not lost their urgency. "But the situation today is so complicated in the issues of energy projects that I think any talks in this direction will certainly continue but actualization of any script is a time matter when the situation with depth and duration of the world crisis is made clear".
