Interview with Kamil Salimov, doctor of law and chief of the chair of criminalistics of the Baku State University.
- Armenian prosecutor general's office has announced that the criminal case on the attempted murder of famous Armenian political scientist Levon Melik-Shahnazaryan was transferred to the court. They claim that two Armenians-Aghababyan and Kondzhoryan that are believed to be hired by Azerbaijani side, if exactly, an Azerbaijani Akhan by name to kill Melik-Shahnazaryan for "his critical speeches addressed to the internal and external policy of Azerbaijan and the leadership of this country in the mass media" will speak in the court. How would you comment on the information?
- You know, the jokes about the Armenian radio were very popular in the Soviet time. The current accusation regarding two Armenian citizens, who attempted the murder of famous Armenian political scientist, can be referred to the same category of jokes.
First of all, Armenia and Georgia maintain a contract on provision of mutual support on criminal cases both in the CIS framework and in the framework of bilateral relations. Considering the logics of the investigation, if a Georgian citizen, regardless of the nationality, ordered the murder, the investigation bodies were to send an official request to the Georgian prosecutor's office to get sanctions for extradition of this person or for holding investigation in the framework of the Georgian Criminal Code to bring the person to the criminal responsibility. But nothing of the kind is contained in the information.
Second, the very fact of description of the plan of the ordered murder is too primitive, considering the nature of such cases. According to the Armenian prosecutor's office, the suspected asked a gun from their acquaintance promising to return it soon... What a primitive and dilettante description of the details of the case! In such cases, when even the investigative bodies are composing the accusation, they must approach to it more professionally.
Third, as for Melik-Shahnazaryan, you see, some political scientists sometimes may have macromania and they want to raise their importance in the eyes of the public.
- Do you mean that the real goal of this story can be the popularization of Melik-Shahnazaryan?
- Yes, it is just a cheap attempt to become popular. Perhaps, some of his friends decided to make him a present and aggrandize him in the eyes of definite people, among whom Melik-Shahnazaryan is famous but not among the whole Armenian society.
If we visit the world search websites, we can hardly find the link of Azerbaijani and other scientists to the opinion of this political scientist. Frankly speaking, I have never heard someone in the international symposiums, even the famous pro-Armenian head of the Russian Institute of the CIS states Zatulin to refer to Melik-Shahnazaryan's point of view.
Therefore, artificial popularization should not be used at the cost of some attempted murders and by presenting him the enemy of the Azerbaijani people and the hero of his nation. It is an old song, which is too irrelevant.
The announcement of the Armenian prosecution is so naive and primitive and it does not deserve serious attention. I believe that Armenians also think this way.
- Can this case be intended to change the political life in Azerbaijan and Armenia in some way?
- No, I would not say that. Merely, Azerbaijan is vulnerable as it has no social, economic or military resources in the context of the clashes between the superstates in the South Caucasus and the entire Caucasus.
- Is a threat of terror acts and different diversions by Armenia against Azerbaijan real?
- We have never ruled out this possibility. Over 2500 terror acts have been committed in Azerbaijan since 1994. This is an official data of the national security ministry. We, the scientists in this sphere, divide the terror acts, which were committed directly in the area of international conflicts and those which were committed outside this area, even in the territories of the third states, while the fact that Armenia holds the policy of the state terrorism against Azerbaijan, was revealed not only by the Azerbaijani law enforcement bodies, but by the Russian Supreme Court, which convicted several officials of the Armenian special services in Russia. This is the next proof of Armenia's being a country, holding a real policy of state terrorism against Azerbaijan.
By the way, I would like to mention the activity of the international joint work group, including parliamentarians of the Council of Europe, foreign experts, Azerbaijani NGOs and some representatives of the state structures. We have prepared several proposals of what Azerbaijan needs to do in this situation.
