The problem of the law on freedom of assembly lies in its incorrect execution, but not in its content, said Andres Herkel, PACE Monitoring Committee Co-Rapporteur on Azerbaijan.
To him, the Government should create conditions for the participation of opposition in the elections. He called the opposition to participate in the elections but not boycott them. Herkel touched upon the pre-election situation in the country and noted that he wanted to be optimistic on this situation.
"If imprisoned journalists are released and consensus on Electoral Code and Freedom of Assembly is achieved, we will observe positive steps taken in this direction," he said.
