A working group led by the head of the Eastern Europe, Southern Caucasus and Central Asia Office of the European Commission Yug Mingarelli and deputy-chief of the Southern Caucasus, Central Asia department Robert Lidell from the European Union (EU) side, and by the deputy minister of foreign affairs Mahmud Mammadguliyev from the Azerbaijani side participated in the negotiations.

A group of EU experts will come to Baku on December 16 and sign a plan of actions of EU and Azerbaijan in the framework of the European Policy of New Neighborhood program.

It should be noted that Cyprus, which is the EU member protesting to direct flights implemented between Azerbaijan and Turkish Republic of Northern Cyprus in summer of this year was against continuation of the negotiations. However, after the representatives of MFA of Cyprus visited Azerbaijan a while ago, Cyprus withdrew it demand and negotiations continued.
