Georgia will provide technical assistance to Azerbaijan during the parliamentary elections scheduled for November 6, 2005.
On Friday, October 28, the Georgian Central Election Commission will deliver to Baku 11,000 inking sets. A relevant agreement was achieved during the telephone talk on Thursday between the Azerbaijani and Georgian Presidents, Mickael Saakashivili and Ilham Aliyev. [Ed. note] Inking of voter's finger was repeatedly tested in parliamentary and presidential elections throughout the world and was one of demands of international organizations. After placing his vote the elector inks his/her finger with a special invisible liquid, which can be seen only through a special machine. Thus, inking prevents repeated participation of the same person in elections. EV
