Azerbaijan Internet Forum has submitted a package of proposals to the parliament, prime minister, communication and information technologies minister and interior minister to improve the legislation for cell-phone services and operator-customer relation.

The forum concerns about the fast increase of mobile phone users and suggests solution to the problem.

"It is necessary for service providing operators to add a stolen phone to a blacklist, making it no longer able to access the service provider”s network, the mobile operators and police should create a joint stolen handset stocks and amend the law to have the stolen phones found," the forum told APA-Economics.

The proposals offer to improve customer application process, transparency and receipt of appeals from cell-phone users, to create an online data system in order to enable buyers to check whether the secondhand phone is a-before-stolen one or not.

The forum says that Mobile Services Regulations should be drafted in order to build civil and effective customer-operator-government relations in line with Telecommunication Law, Information Obtaining Law and Consumer Rights Protection Law.
