The Germany international, 22, is a long-term target of the Premier League club and has now been lined up for a £20 million summer transfer.
Reports in Germany indicate Schurrle, who plays as a wide or central forward, has already agreed personal terms ahead of a move to Stamford Bridge.
And now Voeller has confirmed he made a trip to London to hold talks with Chelsea.
"Yes, I was in London and I have had discussions," the former Germany striker told Bild. "There is nothing more to say, there is nothing decided yet."
Chelsea winger Kevin De Bruyne, currently on loan at Werder Bremen, could move to Leverkusen on loan for next season as part of the deal to take Schurrle to Stamford Bridge.
Schurrle has scored 12 goals in all competitions for Bayer this season.
