Action plan to improve traffic police's activity devised in Azerbaijan

The Main Traffic Police Department of Azerbaijan has instructed traffic police officers to treat drivers with respect and not to stop vehicles without any reason. A special action plan was prepared, State Traffic Police Department Spokesman Kamran Aliyev told Trend.

Interior Minister Ramil Usubov spoke about the facts of the illegal harassment of citizens by policemen.

"Sometimes we face the facts connected with the illegal harassment of citizens by policemen. Such facts must be avoided," Usubov said at the board meeting on the results of 2010.

Drivers often violate traffic rules right in front of the police. And the police  pretends not to see all this, if the driver is someone's relative. If there is a violation, the driver must be punished, otherwise he shouldnt be oppressed, Usubov noted.

The importance of strengthening educational work and paying attention to ethics were stressed in the plan of actions. "The orders and instructions of the minister were brought to the attention of traffic inspectors," he said.

He said that there are many complaints received by the Head Department of the Azerbaijani Traffic Police due to policemen's brutality. Many inspectors do not introduce themselves," he said.

Traffic police officers must introduce themselves and explain the driver the reasons they got stopped in the first place.

"Drivers must give their license. This is envisaged in the law. If the driver is dissatisfied with the punishment and the protocol, he may appeal to the leadership of the Head Department of the Azerbaijani Traffic Police or the court," he said.

Some appeals are related to unethical behavior of inspectors and wrong explanations of rights to the driver. "If inspectors are polite to the drivers and explain them their rights clearly, then there will be less appeals," he said.

"If the cameras fix mistreatment of inspectors to the drivers, the violation of their rights, the measures will be taken towards these inspectors. There were such facts and inspectors were punished," he said.
