Azer Allahveranov: "Elements of corruption and bribery are present in law enforcement bodies and in other spheres of regulation"

According to him, by unofficial information about 60,000 foreigners (mostly, citizens of Turkey, Iran, India and Pakistan) are now in Azerbaijan, most of whom are working here.  "Azerbaijan was once considered to be a country, exporting human power, but today, due to the changes in the sense of stability and socioeconomic and political sense our country has turned into a state, importing labor force. There are many foreigners engaged in the sphere of services and retail trade, small and middle business, construction and oil sector.

As for the law observance by foreigners, he said they try to observe our laws "for example, their presence in Azerbaijan is mostly legal but they do not always observe laws being here in such issues as temporary registration on the place of residence and working activity"

"Migrants are dynamic people. But at the same time, they must observe our laws and must be interested in it themselves and we must be interested in observance of our laws by foreigners, adherence to the norms, fixed in the legislative acts, for which it is necessary to hold different enlightening programs and information campaigns. This is required by the country's national security system. Azerbaijan always has a place for a migrant, respecting our national legislation and working for the welfare of our country!"

Asked about the case of misappropriation of AZN 1000 belonging to Chinese citizens by swindlers pretending to be officials of the Migration department, he said it is the first time he hears about such a fact.

"Unfortunately, this is the same invisible part of an iceberg, when the illegal state of a migrant makes him vulnerable, turning him into a target for swindlers, for engaging into illegal activity and hiding from official powers they are easily deceived by swindlers.

As for whether these swindlers are backed by officials of law enforcement bodies, he said unfortunately, elements of corruption and bribery are still present in the law enforcement bodies, as well as in other spheres of regulation.

"The sessions in the Interior Ministry, speaking of the illegal actions of the officials of this structure on the spots, are still remembered. There were facts of dismissal of the authorized officials.

It proves that corruption is being fought, but attainment of special progress in this sphere takes time. As for the question, whether these people are backed by law enforcement officials, we only can guess whether these people work by their own initiative or they mostly use services of those people, who have definite powers, regardless of whether they work.

Unfortunately, there are people, which are ready to take the advantage of their position and take illegal actions for money. I am sure that there are not so many people in Azerbaijan, but it all should be prevented", concluded he.
