The challenges of security provision are constantly changing today and countries of the world are trying to tackle the security problems before they have reached the dangerous levels.

Safety and security arrangements are one of the main targets of today’s Azerbaijan that due to its geographic location between East and West has faced many threats throughout the history.

The country’s leadership took further steps in recent days to enforce security in the country and created two new law enforcement structures as homeland security is a primary concern of the nation.

The State Security Service and the Foreign Intelligence Service have been created in Azerbaijan on the presidential decree dated December 14.

President Ilham Aliyev appointed Madat Guliyev as chairman of the State Security Service and Orkhan Sultanov as chairman of the Foreign Intelligence Service.

These agencies have been created based on the recently abolished National Security Ministry that found itself in the center of corruption scandal following the dismissal of Minister Eldar Mahmudov on October 17.

Moreover, over 250 people have been dismissed from the ministry in connection with them being professionally unfit. All these created unsafe atmosphere in the country.

The government expects the new structures to increase the efficiency of the security services and to improve the structure of public administration.

Creation of the State Security Service and the Foreign Intelligence Service will contribute to the strengthening of national security of Azerbaijan, said Arzu Nagiyev, Deputy General Director ofTrend Agency, who has worked in the security services for a long time.

He noted that such a practice exists in many countries, including the leading countries of the world. “The Federal Bureau of Investigation and the Central Intelligence Agency are operating simultaneously in the U.S., in Russia there are the Federal Security Service and the Foreign Intelligence Service.”

Indeed, many especially developed countries of the world use this structure to ensure security, and Azerbaijan will now use this international experience: the State Security Service will deal with the internal counter-intelligence, while the Foreign Intelligence Service will deal with foreign intelligence.

“This will improve efficiency and increase the scale of the work done,” Nagiyev believes.

The new structures are expected to work in an effective tandem to protect the interests of Azerbaijan and guarantee profound security.
