KazTransOil sets tariffs for supplies of Russian gas to Uzbekistan

Kazakhstan's KazTransOil has approved tariffs for the transportation of Russian oil through Kazakhstan to Uzbekistan, the company said in a message on November 15.

Under the order of the general director of KazTransOil JSC, the cost of transportation of oil for non-residents along the route ‘Russian-Kazakh border - Shagyr oil loading point’ is set in the amount of $11.7 for a ton per 1,000 km (without VAT) from November 10, 2017 till December 31, 2017. Loading of oil into railway tanks at the Shagyr station will cost $0.8 per ton (excluding VAT).

Also, the cost of transportation of Russian oil for the purposes of transit through the territory of Kazakhstan to Uzbekistan in the amount of $22.9 per a ton (excluding VAT) was established for non-residents. The price includes the cost of pumping oil along the route ‘Russian-Kazakh border - Shagyr oil loading point’, taking into account the $22.1 per a ton (excluding VAT) tariff, and tariff for loading oil in railway tanks - $0.8 per a ton (excluding VAT).

Kazakhstan and Uzbekistan supported the implementation of Russian oil supplies to Uzbekistan through Kazakhstan on September 16, including through KazTransOil pipelines to Shagyr oil loading point. By the end of the year it is planned to pump about 30,000 tons via the Omsk-Pavlodar-Shymkent oil pipeline, and then supply it to Uzbekistan via the railway overpass.

In Uzbekistan in 2010-2016, gasoline production decreased by 26.2 percent, diesel fuel - by 8.3 percent, while imports of hydrocarbons increased 1.3 times.

Earlier, Uzbekistan expressed readiness to purchase up to 500,000 tons of oil from Russia for the refinery in the Jizzakh region.

The agreement on import oil supplies was reached during the visits of Uzbek President Shavkat Mirziyoyev to Kazakhstan and Russia.

At the end of April 2017, Uzbekistan started construction of a new refinery in Zafarobod district of the country’s Jizzakh region, which is expected to operate using the crude imported from Kazakhstan and Russia.

The refinery has design capacity of processing of five million tons of oil per year, production of 3.7 million tons of car fuel, over 700,000 tons of aviation fuel and 300,000 tons of associated oil products.
