Uzbekistan to further develop its small industrial zones

The creation of industrial zones, which are usually established on the base of unused territories or production premises owned by the government, contribute to development of the country’s industrial sector and increase in the number of jobs.

The Uchtepa small industrial zone will be created in Uzbekistan’s capital on the territory of the AOKS Plus Business limited liability company.

This is determined by the decision of the Cabinet of Ministers "On the establishment of a small industrial zone in Uchtepa district of Tashkent city" dated October 7, 2017, UzA reported.

Buildings and facilities of AOKS Plus Business LLC (formerly the NGO Signal) are transferred to the jurisdiction of the Tashkent City Hokimiyat (mayor's office), according to the document.

The capital’s hokimiyat was instructed to form a directorate of the Uchtepa small industrial zone in a month's time with the involvement of highly qualified specialists.

In addition, within two months, the mayor’s office together with interested commercial banks should develop sectoral tables for the implementation of investment projects in the new industrial zone.

The Uchtepa small industrial zone will serve as another practical result of measures to expand support for business entities.

Currently, small industrial zones, formed on the basis of inactive enterprises of Yunusabad, Sergeli and Yakkasaray districts, are successfully operating in Tashkent.

As many as 513 small enterprises for the production of textile, chemical, food, electrical products, furniture, modern building materials and other finished products, which are in demand in the domestic and foreign markets, operate in these territories.

In 2016, these enterprises produced goods for 1.1 trillion soums, while the exports amounted to more than $140 million. At the same time, more than 11,000 new jobs have been created.

Previously, Uzbek President Shavkat Mirziyoyev approved proposals to create 17 small industrial zones in Tashkent region based on production areas and land plots.

The document said that that the immovable state property located on the territory of the zone is given to business entities for 10 years, with subsequent granting of ownership, subject to the fulfillment of business plans, creation and retention of jobs, timely payment of all taxes and other mandatory Payments.

For the use of immovable state property located on the territory of the zone, a zero rate of rent is set, the document said.

The participants of the small industrial zones are also subject to tax incentives established for small industrial zones in Tashkent.

President instructed the Fund for Reconstruction and Development of Uzbekistan to open a credit line in the amount of $50 million for purchase of imported equipment and components.
