Azerbaijani President approves rules of publication of acts in electron form

Azerbaijani President Ilham Aliyev signed a decree approving the rules for publication of acts of state and local self-government bodies through the electronic information systems, AzerTAc state news agency reported.

These rules, prepared under "E-Azerbaijan" state program, define the rules of publishing acts (normative-legal acts, normative acts and non-normative legal acts) by state and local self-government bodies with the use of electronic information systems (informational web resources).

Legal acts must be published on the informational web resources from the date of entry into force, drafts of legal acts from the moment of submitting them for approval.

All decisions of the Azerbaijani Constitutional Court, courts of cassation and appeal must be published no later than in one month of the date of their adoption. Along with these decisions the eliminated or amended decisions of courts of lower instances must also be published. Verdicts of courts of the first instance must be published from the date of entry into force, and other decisions - within 10 days from the date of their adoption.

Access to the published acts must be free, and files posted on the Internet must be accessible using the free downloadable software and Internet search and must be presented in the form of a file, any part of which can be copied.

Text of the act must comply with the international standard ISO10646 (Unicode).
According to the decree, Azerbaijani state authorities should complete work on the publication of acts on their web resources until Jan.1, 2012, while self-government bodies - until Jan.1, 2014.
