MP: Armenia hinders PACE Subcommittee on Nagorno Karabakh to resume activity

The Armenian side prevents the resumption of the activity of the PACE Subcommittee on Nagorno Karabakh, Rafael Huseynov, a member of the Azerbaijani delegation, said at the winter session of the assembly.

"PACE adopted Resolution 1416 on the Azerbaijani territories and the Nagorno-Karabakh conflict on Jan. 25, 2005. A separate subcommittee was established to solve the problem through diplomatic channels and to monitor the implementation of the resolution. However, the Armenian side is trying to hinder the implementation of this subcommittee by many ways. "What do you think about Armenian actions which are contrary to the peace process and the rules of PACE?" Huseynov said, appealing to the Secretary General of the Council of Europe Thorbjorn Jagland after his speech at the plenary session.

"I appreciate the role and initiative of the Council of Europe. Returning to the previously expressed views, I want to note that the factor of lack of an effective mechanism at the inter-governmental level plays a major role. Resolving the conflict is the prerogative of the OSCE Minsk Group. Moreover, the rule of law and freedom of press in both countries is an important point. We must focus on this area," he said.

"The rule of law and freedom of press must be their main component," Jagland said. "According to history, we see that the peace-building process is much easier in countries with democracy and human rights. If the parties of the conflict continue to improve these values, then we can get closer to resolving the conflict. I hope that the countries participating in the Minsk process will be able to pay even more attention to values and commitments that keep our organization."
