Justice Ministry says Azerbaijani municipalities' offenses related to property

The offenses, committed by the municipalities in Azerbaijan are related to the use of property, assets and funds of municipalities, Mehdi Salimzade, the director of the center for work with municipalities under the Ministry of Justice, told Trend.

"There are facts of damaging the municipal budget as a result of illegal use of municipal property, illegal sale, incorrect valuation of property during purchase-sale. The municipality is a collegial body. Managing its property and using the budget must be made on the basis of decisions taken by a majority of 2/3 vote," Salimzade said.

The head of the center said that the number of serious crimes committed in the municipalities has not declined compared to previous years.

Salimzade did not call a specific number of offenses. He said that these figures have not been changed compared to last year.

"Unfortunately, today there are enough municipalities committing serious offenses. We think that the number of violations will decrease as a result of advocacy work conducted by municipalities, and legal, administrative measures taken towards members of the municipalities that have committed offenses. But, unfortunately, we have not achieved the desired results. The number of violations committed this year is the same as last year. A number of chairmen and members of the municipalities have been sentenced this year," Salimzade said.

The director of the center explained it by lack of experience of municipalities and non-serious attitude of the chairmen of municipalities to their work and their irresponsibility.

There are municipalities with an exemplary activity along with municipalities, having serious deficiencies in the activity.

He said that there are municipalities, working in accordance with the authority, actively engaged in the process of socio-economic development of the country, realizing the programs adopted by the state.

"Worthy participation of municipalities in this process, achieving successful results give reason to say that this process will be implemented in other municipalities. It will eliminate the existing shortcomings," Salimzade said.

He said that these violations will be stopped in the future as a result of the conducted work. It will create management system corresponding to the democratic traditions.

The centre under the Ministry of Justice assists the municipalities in organizing the work, provides them with methodological legal assistance, administrative control over the activity of municipalities.
