OSCE Minsk Group Co-Chairs make annual report to OSCE Permanent Council

The OSCE Minsk Group Co-Chairs and Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk made annual report to the OSCE Permanent Council in Vienna on November 11. Kasprzyk said situation in the contact line between the troops has remained stable, but tense since November, 2009, APA reports quoting AzerTAc news agency. The Personal Representative welcomed the statement of Azerbaijani and Armenian Presidents after Astrakhan meeting.

Co-Chairs Robert Bradtke (USA), Bernard Fassier (France) and Igor Popov (Russia) reported about the meetings and talks conducted for the settlement of the Nagorno Karabakh conflict in the reporting period.

Azerbaijani and Armenian delegations also attended the meeting and described their positions.

Azerbaijani delegation said Azerbaijan is ready to coordinate the self-determination model in the Nagorno Karabakh region of Azerbaijan, which will secure the rights of Azerbaijani and Armenian communities, within the territorial integrity of Azerbaijan.

The status of the region should be determined on the basis of such model discussed between the Minsk Group and the sides and it needs in creating objective conditions. It means that Armenia must withdraw its troops from the occupied territories of Azerbaijan, internally displaced persons should return to their homeland and communications should be restored. The delegation also emphasized that Armenia’s non-constructive position in the talks doesn’t allow reaching an agreement.

These discussions are directed toward the elaborating main principles in the preliminary phase and further it needs to work on main agreement. Taking it into consideration that the issues discussed in the preliminary phase will be reviewed in the next phases as well, Azerbaijani delegation proposed to eliminate problems preventing agreement between the sides, to shorten distance for more effective discussions and focusing on the elaboration of main agreement.
