"It is necessary to understand that "postponed conflicts" may turn into delayed-action mines that undermine stability in the world"

The shift to a new system of interstate relations has raised complex strategic issues for humanity. Dynamic political changes have led to an understanding of the need to unite the efforts of all states in support of peace and security, in other words, to an awareness of the impossibility of isolation from the problems of the rest of the globalizing world, said chief of the Presidential Administration of Azerbaijan, academician Ramiz Mehdiyev during his speech entitled “Assessment of challenges and threats to international security, capable of growing into international conflict” at the 1st international meeting of the high representatives supervising security issues held in Sochi on October 5-6.

He said: “The beginning of the 21st century has been marked by the intensification of previous, and appearance of new, challenges and threats to overall security which could grow into international conflict. Aggressive separatism, transnational terrorism and armed conflicts can be resisted only through the joint efforts of the whole international community and through a cardinally new strategic approach to the avoidance and prevention of contemporary threats.”
Mehdiyev reiterated Azerbaijan`s commitment to peaceful settlement of the Nagorno-Karabakh conflict and said: “Today, a particular factor threatening security and stability in the South Caucasus is the lack of an agreement on the peaceful resolution of the Armenian-Azerbaijani conflict over Nagorno-Karabakh. The conflict poses a great threat not only to the countries of the region but also to the international community.”

He stressed: “The Nagorno-Karabakh conflict, caused by Armenia’s intention to expand its area by means of Azerbaijani territories, is one of the oldest seats of international tension. Despite the overall complexity of the current regional geopolitical situation, Azerbaijan is trying to settle the Armenian-Azerbaijani conflict over Nagorno-Karabakh peacefully. It supports the creation of the right conditions for stability, security and economic development and maintains contacts with regional and world powers. The territorial integrity of Azerbaijan is recognized by the international community and the need for its restoration has been confirmed by four resolutions of the United Nations and other influential international organizations.”

Mehdiyev noted: “The Azerbaijani leadership has repeatedly stated at the highest level that it is ready to bind the issue of the liberation of the occupied regions around Nagorno-Karabakh with ensuring the security of the Armenian population, reopening transport communications and granting temporary status to Nagorno-Karabakh, with the offer of the discussion of final status at the second stage of the settlement.”

The chief of the Presidential Administration stressed: “It is necessary to understand that “postponed conflicts” may turn into delayed-action mines that undermine stability in the world.”
