OSCE PA Envoy: Karabakh conflict is not "frozen" - UPDATE

09 July 2010 [16:45] - TODAY.AZ
Term of 'frozen' in relation to the Nagorno-Karabakh  conflict is misleading, OSCE Parliamentary Assembly (OSCE PA) Special Representative for South Caucasus Goran Lennmarker said at the meeting with representatives of the Azerbaijani delegation under the  19th Annual Session of the OSCE PA, the Azerbaijani parliament reported.

"The parties still continue to incur a loss, hence using the term "frozen conflict" in relation the Nagorno-Karabakh conflict is misleading," Lennmarker said.

Azerbaijani Parliamentary Vice-Speaker Bahar Muradova, who leads the Azerbaijani delegation, affirmed Lennmarker's words. Muradova said the term of "frozen conflict" actually gives a false picture, because civilians and soldiers are still being killed on the frontlines.

Muradova noted that the dead body of the Azerbaijani soldier still has benen ot returned to Azerbaijan.

Azerbaijani military serviceman Mubariz Ibrahimov was killed at night on June 18-19 repulsing the attack of Armenian militants, but his body has still yet to be returned to Azerbaijani side.

"Recently, the Armenian side broke the ceasefire when the Azerbaijani and Armenian presidents had negotiations in St. Petersburg. As a result, the Azerbaijani soldier was killed and his dead body has not been transferred to us until now, which is contrary to the international conventions and hurt the feelings of our people. On this occasion, I urge our Armenian colleagues to assist us in getting the soldier's dead body," Muradova said.

Muradova asked Lennmarker to express his views on the Armenian side's activities. "Yes, you can not solve this problem for us, but you are entitled to express a clear view of the representative and rapporteur on this issue," she said.
