In flagrant violation of the UN Charter and the Helsinki Final Act, Armenia, by using military force, occupied the sovereign territory of Azerbaijan, Spokesman for the Azerbaijani Foreign Ministry Hikmat Hajiyev told Trend on June 28.

He made the remarks in connection with the Armenian Foreign Ministry’s comment on the military exercises the Azerbaijani Armed Forces are planning to hold.

“By continuing the occupation of Azerbaijan’s territories and illegal military activity there, Armenia openly violates the fundamental principles of sovereignty, territorial integrity and deployment of armed forces in a country only with the consent of the host state,” Hajiyev stressed, adding that in accordance with the OSCE Vienna Document, these principles constitute the basis of confidence-building and security measures.

The spokesman added that in addition, Armenia conceals a significant part of its military potential from control by concentrating a large number of military equipment and personnel in the occupied territories of Azerbaijan.

“As a result, in violation of the principle of reciprocity implied in the Vienna Document, Armenia continues to report incorrect information about its military potential and its activity and grossly violates its obligations,” Hajiyev said. “Such behavior of Armenia is a manifestation of irresponsibility and disrespect to the norms and principles of international law.”

He added that the fact of the continued occupation of Azerbaijan’s territories by the Armenian armed forces and the concomitant continuation of the use of force against Azerbaijan by Armenia are still the main threat to regional peace and security.

Armenia broke out a lengthy war against Azerbaijan by laying territorial claims on the country. Since a war in the early 1990s, Armenian armed forces have occupied 20 percent of Azerbaijan's territory, including Nagorno-Karabakh and seven surrounding regions. More than 20,000 Azerbaijanis were killed and over 1 million were displaced as a result of the large-scale hostilities.

To this day, Armenia has not implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and surrounding regions.
