Criminal case initiated on Armenia’s provocation

The Tovuz Region Prosecutor’s Office has launched a criminal case into the wounding of thirteen-year-old resident of the region’s Garalar village Ramil Yusibov, the Prosecutor General’s Office of Azerbaijan reported on August 8.

The boy was in the yard of his house when an Armenian shell fell there on August 7. Receiving multiple shrapnel wounds, Ramin was urgently operated in the region hospital. His current health condition is assessed as moderate.

The criminal case was opened under the articles 116.0.10 (violation of the international humanitarian law during armed conflicts, with attacks on civilians or individuals not participating in fights), 29, 120.2.7 (attempt of intentional killing of two or more persons) of the Criminal Justice Code of Azerbaijan.

Investigation is underway, the Prosecutor General’s Office noted. The message also said that Armenian Armed Forces located in Azerbaijan’s occupied territories, grossly violating the requirements of international humanitarian law, continued their provocative actions once again and using large-caliber guns shelled the frontline positions of Azerbaijani Armed Forces, as well as the territories inhabited by civilian population.

In early July, the Armenian armed forces fired the Alkhanli village of Azerbaijan’s Fuzuli region with heavy artillery. As a result, the aggressors killed 51-year-old Sahiba Allahverdiyeva and her toddler granddaughter Zahra Guliyeva. In addition, 52-year-old Salminaz Guliyeva suffered shrapnel wounds, and the personal property of citizens was deliberately destroyed.

Th Fuzuli Region Prosecutor's Office opened a criminal case under relevant articles on all these facts, and an investigative group was created to carry out urgent investigative actions.

Armenia constantly resorts to such vile acts with the aim to kill Azerbaijani citizens who live their quiet life in frontline settlements. However, the international community turns a blind eye to these terrible crimes, as Armenia still remains unpunished for them. International organizations only disseminate their statements condemning Armenian aggression, but none of them has ever taken a serious action against the aggressor country.

Azerbaijan and Armenia fought a lengthy war that ended with signing of a fragile ceasefire in 1994. Since the war, Armenian armed forces have occupied 20 percent of Azerbaijan's territory, including Nagorno-Karabakh and seven surrounding regions. More than 20,000 Azerbaijanis were killed and over 1 million were displaced as a result of the large-scale hostilities.

While the OSCE Minsk Group acted as the only mediator in resolution of the conflict, the occupation of the territory of the sovereign state with its internationally recognized boundaries has been left out of due attention of the international community for years. Today, Armenia ignores four UN Security Council resolutions on immediate withdrawal from the occupied territory of Azerbaijan, thus keeping tension high in the region.
