Turkic speaking states agree on mutual recognition of e-signatures

An agreement has been reached on mutual recognition of electronic signatures (e-signature) among the member countries of the Cooperation Council of Turkic Speaking States (Turkic Council).

Azerbaijan’s Ministry of Transport, Communications and High Technologies stated that the issue was raised at the second meeting of the Council’s working group in Istanbul.

The meeting participants agreed on creation of necessary conditions for recognition of e-signatures among Azerbaijan, Turkey, Kazakhstan and Kyrgyzstan.

They also discussed the formation of joint electronic services among the member countries of the Council, touched upon the issues on exchange of experience and training in the creation of “electronic government”, introduction of the “single window” principle in providing e-services, development of mobile applications and others.

Besides, subgroup meetings were held within the meeting, where the prospects of cooperation of the countries in the areas of satellite communications, cyber security, development of broadband Internet services and construction of the Trans-Eurasian Information Super Highway (TASIM) were reviewed.

The e- signature used in Azerbaijan will be recognized in the EU countries. Spokesman of the Digital Austria platform in Austria Christian Rupp announced about this in early 2017.

Digital signatures are like electronic “fingerprints.” Digital signatures use a standard, accepted format, called Public Key Infrastructure (PKI), to provide the highest levels of security and universal acceptance. They are a specific signature technology implementation of electronic signature (eSignature).

The e-Government website is a key tool for supporting work with citizens and businesses, belonging to the state and private sectors. It aims at reducing the number of documents required by the citizens, with the help of an electronic interaction among different bodies.

The access to the portal is conducted with the help of e-signature, the identity data of the private entrepreneurs and citizens, verification data (login and password), as well as mobile authentication system, which can be obtained in an electronic form after registering on the portal.
