Official: Azerbaijan has all mechanisms to fight corruption

Today, Azerbaijan is an area bringing together such notions as large-scale reforms, energy projects of regional importance, stability, multiculturalism and high social welfare, said Fuad Alasgarov, the head of Department on Work with Law Enforcement Agencies at the Azerbaijani Presidential Administration.

Alasgarov, speaking at the conference titled “Standard of Anti-Corruption Management Systems” in Baku on April 27, added that enhancing transparency in state administration, development of e-services and fighting corruption are priority areas of Azerbaijan’s state policy.

He stressed that there is a strong political will in Azerbaijan for the successful fight against corruption.

A national strategy and action plans on fighting against corruption were adopted in accordance with the orders of Azerbaijani President Ilham Aliyev, new strategic views and tasks in this area were defined, Alasgarov noted.

“The institutional and legislative reforms, which are being carried out in accordance with this strategy, e-government infrastructure, close cooperation with civil society, principles of public participation and extensive awareness-raising measures are some of the achievements of the anti-corruption policy in Azerbaijan,” he said.

Alasgarov said today one can say with full confidence that Azerbaijan has all the mechanisms to fight corruption and the process is being developed. He noted that the positive dynamics in fighting corruption was reflected in international anti-corruption ratings as well.

“Special importance is attached to cooperation with specialized international organizations within the long-term strategy, which is being implemented for fighting the corruption,” Alasgarov said.

Standardization, Metrology and Patents Committee Chairman Ramiz Hasanov, addressing the event, said that Azerbaijan has contributed to the promotion of the principle of open government.

Chairman of the State Agency for Public Services and Social Innovations Inam Karimov, in his turn, noted that for more than five years the "ASAN Service" centers act as successful formulas in fighting against corruption.

He stressed that the main principle of "ASAN Service" is that the citizen is always right.

Karimov added that "ASAN Service " model is recognized worldwide as Azerbaijani brand. “Currently, there are several countries where ASAN model is being applied,” he said.

The establishment of "ASAN Xidmet" services has helped to reduce extra expenses and loss of time for many citizens, upgrade the level of professionalism, ensure a larger use of electronic services and increase transparency and strengthen the fight against corruption.

Chief of Anti-Corruption Department under the Prosecutor-General Kamran Aliyev, in turn, said that very important steps have been undertaken in the fight against corruption in Azerbaijan.

“One of the main philosophies in the fight against corruption is the unity of precautionary measures and measures to prosecute crime,” he said.

Aliyev said that as a result of this successful anti-corruption policy, Azerbaijan is closely cooperating with a number of important international organizations, and reports of these organizations demonstrate that the figures improve from year to year.

The conference was attended by government officials, foreign experts, representatives of civil society and a number of state bodies.
