'OSCE not always operate effectively'

The OSCE does not always work effectively in terms of implementing its norms and principles and has failed to achieve progress in resolving long-standing conflicts, Azerbaijani delegation to the OSCE Parliamentary Assembly member, MP Azay Guliyev said today.

"Today a top priority issue in the OSCE is to increase the efficiency of the organization's activity," he said. "We believe that OSCE primary mission is the obligation of observing the norms and principles in this area and preserving the comprehensive security, without double standards and geographic advantages."

Another important aspect of improving security is to enhance cooperation between the OSCE and the UN, he said.

"The OSCE must expand cooperation with other international security organizations, and coordinate its actions," he said. "I believe that this resolution will complement the activity of all stakeholders."

Guliyev said that the OSCE is expected to take an active part to rapidly resolve the Transnistria conflict in Moldova, Abkhazia and South Ossetia conflicts in Georgia and Armenia-Azerbaijan Nagorno-Karabakh conflict. Mobilizing all resources and mechanisms,
OSCE must contribute to resolving these conflicts.

"I believe that this is a very convenient moment for the OSCE now to unite its full potential with other international organizations and to prepare road maps to restore the territorial integrity of Moldova, Georgia and Azerbaijan indicated in the constitution," he said.
