Black German cash desks originating from Otto von Bismarck, or raising curtain of secret talks

Publication and demonstration of unreasonable biased and prejudiced files against Azerbaijan has recently acquired a systematic character in the German media, in particular, in the newspaper Der Spiegel and ARD public TV channel.

The prejudiced spirit and repetition of files published and disseminated in the media under Germany’s anti-Azerbaijani circles in the run up to Eurovision 2012 song contest and entrance of new projects into the world energy map, obviously, raises certain doubts and necessitates clarifying some points.

The point is that the Social Democrats and the ‘greens’, who hold biased position towards Azerbaijan, but have serious leverage over German policy and actually control the printing sector in Germany, are trying to attribute the collapse of Nabucco to Azerbaijan.

In this regard they use the Eurovision-2012 factor and Western standard levers of influence such as democracy, human rights, etc. But results of a deeper analysis of the issue throw light to other milestones...


Germans themselves “coffin” Nabucco

First and foremost, it should be noted that European perceived Nabucco as an energy saving project, which would reduce energy dependence on Russia. The route designed to transport the Central Asia’s richest natural gas reserves to Europe through the South Caucasus was to deliver 30 billion cubic meters of gas in its initial phase.

However, a problem of project financing impeded taking any serious step to implement Nabucco and the agreement remained on paper. Meanwhile, Azerbaijan has repeatedly stated its readiness to join Nabucco once the project is realized and transport gas to Europe within this project. Azerbaijan even proposed itself as a transit country along with offering 10 billion cubic meters of gas for the project from the Shah Deniz gas field.

Unfortunately, the consortium created to construct the pipeline, failed to find either any gas sources besides 10 billion cubic meters that Shah Deniz field offers, or any funds to build the pipeline. In addition to the probability of increasing expenditures, the consortium was not able to resolve the issue of 8 billion euro. As expected, European banks that should finance about half the sum are in no rush to do so. Some problems emerged with the second half of the sum.

As a result, Jürgen Grossman, the general director of the German RWE, which is the biggest consortium member, said in an interview with the Wall Street Journal Deutschland that the company probably will leave this consortium because the project has failed.

In the material entitled ‘Speculation of Der Spiegel magazine will not help dying Nabucco’, published in the Azerbaijani-based Bakinskiy Rabochiy newspaper, well described based on facts that ‘black PR’ campaigned against Azerbaijan was organised by certain anti-Azerbaijani circles, pursuing economic interests.

It also tells us about German RWE, having its own interest in the implementation of Nabucco and on activities of other business and political circles. It stressed that the priority of RWE is the possibility of acquiring gas more cheaply. The policy of abandoning nuclear power adopted by the German ruling circles has weakened the financial position of RWE and forced it to choose a way of serious savings and even sell some of its assets. This is because nuclear power along with the gas is an important source of revenue for the company.

Statements from Mr Grossman became the first real signal to the founders of Nabucco, which may abandon the project, reducing Europe's dependence on Russia due to Caspian fuel, WSJ writes.

Mr Grossman, noting that the RWE Company will be happy to buy gas through other channels, said: "The Caspian gas must be transported in the volume and in the place we need.

"It is not essential for us whether this project is called Nabucco or Turandot and on the contrary, we will be happy to examine all options that do not require significant financial resources from us,” he concluded.

As one sees, the Germans themselves have taken the first step for Nabucco project to remain on paper. This factor is at the heart of Germany’s attempts to get rid of Europe’s accusations, German media reported. That is why, Der Spiegel newspaper and ARD public TV channel demonstrate biased attitude toward Azerbaijan.

Over-expression of racism is observed in Germany ...

Thus, the above-mentioned German media outlets try to put pressure and slander on Azerbaijan through democracy, human rights and other factors using the prelude of the Eurovision-2012 song contest to achieve certain purposes. However, Germany, which is trying to infringe Azerbaijan’s image as a democratic country by using a variety of channels, would be better to pay attention to solve its internal problems. Germany sees more and more strengthening xenophobia, the inclination to Nazism, and radical steps are taken against migrants.

The recent brutal murder of Turks in Germany, as well as burning buildings where Turks reside, is a testimony for the said. Racism, initiated by Nietzsche and Schopenhauer, and turned into a real policy of Hitler led to the murder of 6 million Jews. There were widespread killings of people in the world and today racism demonstrates itself in this country. All this must make the current German government think. From this point of view, to interfere in the internal affairs of others, to use democracy and human rights as a mean of putting pressure for the sake of its own interests will only cast a shadow over Germany’s credibility.

In addition, it is necessary to consider the situation that emerged around Germany, which considers itself as economic pillar of Europe. Because the Council of Europe (CoE), which today is a key incentive force in Germany and France, entered tense, oppressive phase of its history. Burden of economic and financial problems of Greece, Spain, Italy, Portugal and other members of the Council of Europe is heavy to the degree of ruining the country...


Germany immersed in corruption...


Racism and the crisis are not the only problems in Germany. Along with political and economic institutions of the state, its citizens suffer from "cancerous disease" of the humanity - corruption. That is, Germany is immersed in corruption, and the German society became ill with this disease, "from its head." It is no secret that German President Christian Wulff resigned because of abuse of office and corruption facts. If the country’s president admits committing corruption facts, it would be scary to talk about what is happening in the lower part of the state administration. Nevertheless, one cannot be surprised at the above-mentioned, as Germany is the only country that has not ratified the UN Convention on fighting corruption. Construction and municipal sectors are the most corrupt spheres. Corruption facts are recorded in more than 50 percent of cases of concluding contracts and state demand. But no concrete measure has been taken to eliminate them.

It is not accidental that Amnesty International in its reports repeatedly urged the government to strengthen the country's fight against bribery cases. Investigating corruption facts, the Berliner Zeitung newspaper writes that "apparently, the Germans only now realized that corruption is a part of everyday life, not only in Naples, and Nairobi, but also in Cologne and Berlin". It should be recalled that the facts revealed by Deutsche Welle in 2003 in connection with an investigation of corruption facts in Germany, are topical not only for today, but is developing to become one of the topics seriously discussed in society.

Stock fraud, bribery when signing major international contracts, the artificial bankruptcy and people’s appropriation of billions of euros in Germany, where corruption increased by 21 percent, are reality, Deutsche Welle reported. Damage caused by the facts of corruption, identified only in 2001, amounted to 6.6 billion euros.

Facts of corruption of German politicians are also striking. Wasn’t the main reason for the resignation of Helmut Kohl associated with the publication of the fact of his party’s "black cash"? And doesn’t the recent fact that the garbage disposal plant in Cologne was serving German politicians point to corruption?

Virtually, in all cases politicians avoid responsibility and protect each other. And even when it comes to the court, in most cases, the facts of corruption are considered settled.

It is no coincidence that Deutsche Welle is alarming about the symptoms of "banana republic" in Germany. They report that transparency is the most effective method of combating corruption: "The authorities arbitrarily declared that appropriate law will be adopted to get information and a bill was prepared. But it got lost in the offices of bureaucrats and corrupt officials. So, today it’s difficult to acquire the necessary information to identify corruption. The government promised that it will block the path of "black companies" to the federal and municipal orders. And where is this list?"

Office of Criminal Police of Germany confirms growth of bribery

Furthermore, according to the German Criminal Police Office, cases of paying bribes to officials increased by 38 per cent to 9,563 in 2007 compared to 2006. Chairman of the office Jorg Dzhirke told DPA that German budget annually loses 6 - 8 billion euros on cases of corruption in the economic sphere.

Such high level of corruption also affects the economy. As early as in 2007 - 2008 economic crimes in this country, including the facts of corruption identified in the driver's courses, as well as in Siemens became subject of wider discussions. Facts of corruption taking place in the German companies of the international level instill terror, former head of the organization Transparent Internationale Hansjörg Elskhorst said. To obtain a paying order they turned a bribe into one of the parts of business. It is no coincidence that increase in negative cases in Germany and the problems in the control system contribute to the shortcomings in addressing social issues. Germany’s showing the highest rates in Europe in terms of the number of tyranny that reigned on the roads this winter, the number of dead due to frost and cold weather conditions, raise obvious questions.

Ali Kerimli financed from the German "black cash" ...

Instead of dealing with the mentioned internal and external problems, the German government is engaged in financing the anti-national forces in other countries. Germany is trying to exert pressure to ensure its economic interests through political puppets and the press. It resorted to the same method with respect to Azerbaijan.

The appointment of fictional rapporteur on the issue without any legal basis and Interpol-wanted Azerbaijani former parliamentary speaker Rasul Guliyev’s visit to Germany seem strange.

Guliyev met with too ambitious member of the German Parliament (Bundestag), pro-Armenian "green" Viola von Cramon, who visited Armenia and recognized that she is in love with this country for various reasons. Moreover, as opposed to Armenia, von Cramon, for some reasons, did not spare efforts and opportunities to criticize Azerbaijan which is exciting and annoying her greatly. According to the information received from reliable sources, today, von Cramon, is actively involved in organizing the meetings between Guliyev and various members of the Bundestag, having a negative attitude toward Azerbaijan.

On the other hand, information we possess suggests that the German embassy in Azerbaijan also has an important role in the activity of Germany’s certain circles. This means that Germany’s ruling circles support the anti-Azerbaijani campaign.

The activities of Ali Kerimli in the internal political struggle in Azerbaijan, financing NGOs close to him by German funds and other issues were discussed at a secret meeting between APFP chairman Ali Kerimli and German Ambassador to Azerbaijan Herbert Quelle last summer. It was also agreed to replicate criticizing materials about Azerbaijan in the German press through a newspaper, controlled by Ali Kerimli. In addition, views on similar issues were exchanged during the mysterious meeting between Ali Kerimli, Ambassador Herbert Quelle and special envoy of the German Foreign Ministry in Eastern Europe, Caucasus and Central Asia, Patricia Flor. If we investigate the sources of NGOs close to Ali Kerimli, the predominance of German investment will not cause any doubts. Therefore, Azadliq newspaper controlled by Ali Kerimli has become a mouthpiece for media and circles of Germany criticizing Azerbaijan.

If such facts were revealed in the post-Soviet countries such as Russia, Georgia, Ukraine, the leaders of these parties would retire. But such accusations are unlikely to affect Ali Kerimli, who already has dirty political reputation. I would like to mention the fact that corruption history of this country is also quite rich. Incidentally, the "black cash" is the invention of the well-known Chancellor Otto von Bismarck. King of Prussia, Friedrich II believed that the Austrian Empress Maria Theresa bribes his ministers. And today funds of these "black cashes" along with the service to local politicians are used in implementation of their own interests in various countries, in an attempt to put pressure on government by financing such people as Ali Kerimli in Azerbaijan.

In any case, the complete disappearance of grants given by the Western countries, foundations, organizations, pro-opposition NGOs of Azerbaijan, the annual volume of which is measured in millions, cause concern. The fact that 50-60 percent of these grants remain on the other side of the border causes great interest.

But the attempts of the active participant of the "black PR" campaign against Azerbaijan will be in vain.


In general, Germany’s position, always having the warm relations with Azerbaijan and the press of this country caused numerous questions. It is obvious that Germany, whose economic interests about Azerbaijan were not recently ensured, has became an active participant of the intensive "black PR" campaign of Western circles against Azerbaijan.

The article published in the Bakinskiy Rabochiy newspaper underlines that this approach to the issue confirm the version that the tool, called "democracy" and "human rights" that European politicians use as a method of political pressure to achieve the economic goals, have a special place in their military arsenal.

Speculation over democracy, human rights and other values ??are now quite fashionable method in the West to interfere in the internal affairs of countries it doesn’t like, and sometimes in the internal affairs of its allies, to exert pressure on them. We can only say that "machiavellism" for centuries dominated in Germany’s foreign policy, and various gas lobbyists in Germany are ready to give a lesson to everybody to achieve their geopolitical goals, to "justify the end by means"

However, such tricks in respect to Azerbaijan will not work. Artificial attempts made at the initiative of certain forces in the West to export here sentiment of the "Arab street" came to grief, and the political pressure of speculative nature each time received an adequate response.

A good proof of this is President Ilham Aliyev’s simple answer to a question from the participants, who drew fictional parallels between Egypt and Azerbaijan at the Munich Security Conference: "Regardless of anyone's interests, the Egyptian scenario will not repeat in Azerbaijan".
