Azerbaijan changes rules governing communications in emergency situations

The Azerbaijani Cabinet of Ministers approved the special rules of use of communications in the state of emergency. Rules determine the direction of centralized management of communications, providing services to subscribers and users during emergencies. These rules govern the activities of postal operators and telecom operators during emergency situations.

Based on the rules, the Azerbaijani Communications & IT Ministry and Emergency Situations Ministry are authorized to provide public telecommunication activities during an emergency.

The rules assume that the MES or other authorized agency on emergency (including the commandant of the district of emergency) may impose restrictions on the operation of radio lines, including cellular, wireless and other technical channels; block numbers (callers) of cellular, wireless, satellite, radio trunk and other telecommunication networks; limit the Internet and the telegraph; block the use of radio in the area of emergency.
